Norwegian Assistance to Faryab

As part of the civil military cooperation Norway is leading the Provincial Reconstruction Team (PRT) in Faryab a northern province of Afghanistan. PRT is part of the ISAF-mandate to Afghanistan and consists of a military and civilian part. PRT Meymaneh is based on a model which entails that the PRT does not implement development projects of its own. Instead, the Ministry of Foreign Affairs in Oslo and the Norwegian Embassy in Kabul channel funds to programmes in Faryab, which are implemented through the World Bank, United Nations and NGOs. The number of eupol police advicers in Meymaneh is four. Eupol (European Police Mission) Afghanistan started 30th June 2007; Norway is participating with police advisers. The duration is set to 3 years. Afghan ownership of the project is underlined. EU will assist GOA in implementing police reform on local, regional and provincial level. Police training builds on the “German model” and is focused on coordination and, integration between the actors. Faryab has approximately 1 million inhabitants which consist primarily of ethnically Uzbek and Tajik in addition to Pashtuns, Turkmen and Hazara. The province is rich in natural resources; salt, marble and some traces of oil have been found. Almost all roads are unpaved resulting in poor accessibility including lack of access to markets.
